Learner’s License
A Learner’s License (LL) is valid for a period of 6 months. Driving License (DL) should be applied 30 days after after issue of LL and before the end of validity.
How to apply:
Submit forms
Application for Learner’s License should be filled up in form 2 accompanied by:
a) Evidence of correctness of address and age is required during application. For eg. :
- Electoral Roll
- Life Insurance Policy
- Passport
- Pay slip issued by any office of Central/State government or local body
- School certificate
- Birth Certificate
- Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon, as to age of person.
b) Medical Certificate(Self Declaration of physical fitness should be filled in Form 1 and a medical certificate issued by a registered medical practitioner in form 1A.)
c) Driving License if case of learner’s license for add of COV (class of Vehicle)
d) Appropriate fees
e) Blood Group Proof
Capture bio-metrics
Photograph, Signature, Finger Prints are captured.
REQUIREMENTS AND RULES:
Age Limit:
No person under the age of 18 years shall drive a motor vehicle in any public place. Provided that a motor cycle with engine capacity not exceeding 50cc may be driven in a public place by a person attaining the age of sixteen years. No person under the age of twenty years shall drive a transport (commercial) vehicle in any public place
Restriction on granting Learner’s license to certain vehicles:
No person shall be granted a learner’s license to drive a transport (commercial) vehicle unless he has held a driving license to drive a motor vehicle for at least one year.
No Person under the age of eighteen years shall be granted a learner’s license to drive a motor cycle without gear except with the consent in writing of the person having the care of the person desiring the learner’s license.
Learner’s License Holder Rules:
A learner license holder should be accompanied by an instructor holding an effective driving license and in such a position to take control or stop the vehicle.
should be painted on the car/plate/ card on both the front and the rear of the vehicle, in red and a white background.
The painting should be should not be less than 18 centimeters square and the shall not be less than 10 cm high, 2 cm thick and 9 cm wide at the bottom.
DUPLICATE LEARNER’S LICENSE:
On loss of original Learners License, application for a duplicate LL can be made by submitting:
- Learner’s License number
- Appropriate fees

For 2 Class of Vehicle e.g.(MCWG + LMV) or (MCWOG + LMV) | Rs.150+150+50 = Rs.350 |
for 3 class of vehicle only e.g (MCWG+MCWOG+LMV | Rs.150+150+150+50 = Rs.500 |
